Important Information for Umpires
Umpires working college baseball must be NCAA certified
In 2023, umpires wanting work college baseball must register with the NCAA RefQuest portal (this replaces Arbiter Central Hub), attend in-person an NCAA Clinic (or view the in-person clinic), and successfully pass the rules examination/test. Following is key information to help you complete the necessary tasks.
To Register with NCAA RefQuest portal
- Visit RefQuest at: https://plus.refquest.com/registration/login.
- Enter your email address and follow their prompts to register.
- Read, follow, and complete the pages – including paying the annual fee.

2023 NCAA Baseball Umpire Clinic
There are four NCAA Baseball Umpire Clinics during the month of January.
January 7 – Hilton Orlando, Orlando, FL
January 14 – The Westin O’Hare, Chicago, IL
January 21 – Hyatt Regency Baltimore Inner Harbor, Baltimore, MD
January 28 – Hilton Irvine/Orange County Airport, Irvine, CA

PreSeason Rules Examination/Test
The preseason rules test is administered on the NCAA RefQuest portal. MAC/UCU collegiate umpires must take the test and score an 85% or better to be eligible for college-level assignments. The test opens January 9 and closes 5:00 PM Eastern Time on Friday, February 3, 2023.

UCU Umpire Staff Conference Calls
During the course of the season, umpire staff conference calls are scheduled. These calls help umpires keep up-to-date, stay informed, and provide a forum to address any concerns that may come up during the season.
Conference call dial-in information are emailed approximately three days prior to the call. Calls are recorded and posted here approximately one week after the call takes place.
